KENTUCKY TO TEST STATEWIDE EMERGENCY RESPONSE TO SIMULATED EARTHQUAKE AND HAZMAT INCIDENTS JUNE 19-21
SONS07 Drill Coincides with Major Federal Exercise
FRANKFORT, Ky. – Local, state and federal emergency response agencies will test their ability to effectively respond to a simulated earthquake and hazardous materials spill throughout Kentucky, June 19-21. The exercise, “Spill of National Significance (SONS) 07”, is designed to increase the preparedness of the entire response organization from the field level to agency heads in Frankfort and Washington, D.C.
Beginning at 9:00 CDT on Tuesday, June 19th, 2007, a simulated earthquake, having a moment magnitude of 7.7, will strike the New Madrid Seismic Zone, impacting Kentucky and causing: structural & infrastructural damage, as well as public safety and life threatening issues. The quake will also cause major hazardous materials spills throughout the region. This exercise provides a unique opportunity for response agencies as it incorporates an all-hazards approach and covers multiples objectives on 3 consecutive days in 4 different regions throughout the state, including the state Emergency Operations Center (EOC) located in Frankfort.
The Kentucky National Guard, Kentucky Division of Emergency Management, Kentucky Environmental and Public Protection Cabinet, Kentucky Community and Technical College System, Kentucky Fire Commission, Kentucky Justice and Public Safety Cabinet, and the Kentucky Office of Homeland Security, will be participating in the exercise. Federal partners include the U.S Department of Homeland Security, U.S. Environmental Protection Agency, U.S. Coast Guard, and Federal Emergency Management Agency.
A regional breakdown of exercise events is below. Members of the media are invited to attend any portion.
Frankfort
The State Emergency Operations Center (EOC), located at the Boone National Guard Center, will be fully operational, beginning at 10:00 a.m. EDT on June 19, in support of the exercise each of the three days. Exercise objectives at the EOC will include: Communications, Mutual Aid, and Public Information.
Western Kentucky
In Kentucky Emergency Management Area 1, which includes the counties of Fulton, Hickman, Carlisle, Ballard, McCracken, Graves, Marshall and Calloway, area responders will focus on Emergency Public Information and Warning, Interoperable Communications, and Structural Damage Assessment and Mitigation.
On June 19, all 8 county EOC’s will be operational from 9 a.m. - 12 noon CDT, in addition to a Regional EOC located at the Graves County Health Department, located at 416 Central Avenue, in Mayfield.
Additionally, members of the media are invited to view specific field activities on Day 1 and 2 at the Executive Inn in Paducah and the Calvert City industrial complex. A press briefing and media tour of on-water response operations will be held at 9:00 a.m. CDT at the Executive Inn on day 2 (June 20) of the exercise. .
South Central Kentucky
In Kentucky Emergency Management Area 4, which includes the counties of Logan, Butler, Simpson, Warren, Edmonson, Allen, Hart, Barren, Metcalfe, and Monroe, local responders will focus on, Critical Resource Logistics and Distribution, Information Sharing and Collaboration, and Animal Health Emergency Support.
On June 20, all county EOC’s will be simulated as a regional operations center at the Carol Knicely Convention Center just off Nashville Road in Bowling Green. Hours of exercise play are from 9 a.m. – 12 noon CDT.
Central and Lake Cumberland Region
In Kentucky Emergency Management Area 12, which includes the counties of Mercer, Boyle, Casey, Lincoln, Adair, Cumberland, Russell, Clinton, Wayne and Pulaski, area responders will focus on Citizen Protection: Evacuation and/or In Place Protection, Mass Care (Sheltering, Feeding, and Related Services), and Public Safety and Security Response.
On June 21, all county EOC’s will be simulated as a regional operations center at the Center for Rural Development, 2292 S. Hwy. 27, in Somerset. Hours of exercise play are from 9 a.m. – 12 noon EDT.
