"The site at 1201 Franklin is a special site designed to provide in-building coverage for the Criminal Justice Center (CJC) building at 1201 Franklin in downtown Houston. The site utilizes a special antenna system, which was designed to provide coverage through the building by antennas strategically located thoughout the elevator shafts, basement and on every other floor. This site was previously identified as site 8 but more recently the Conroe site has been confirmed identifying as site 8; it is unknown if the 1201 Franklin site still exists."

Since no one has heard any traffic on the system, I wonder if we have been looking in the wrong part of the spectrum. I've noticed that the site is now identified as 108. Could it be a digital site since the P-25 sites are/have been identified as 1xx?

That was just what the RR page administrator put for the number. He noted "Sites numbered above 100 have unknown site IDs." As others have said on HoustonScan, it is probably an amplified antenna system rebroadcasting the downtown site to where it can be heard strongly throughout the building. It probably goes both ways so that the mobiles can get out clearly.
