State of Alabama 700 MHz Project 25 Trunked

The State of Alabama intends to purchase a modern, state-of-the-art, wide area Project 25 Phase 1, upgradable to Phase 2 with only a software upgrade (not requiring any additional equipment purchases), four channel trunked radio system for use throughout the state's desired coverage area using Region 1 approved 700 MHz frequencies The system will be a highly reliable, fault tolerant system which will meet current needs and provide a growth path for future expansion. The system is expected to serve the communication needs of the state for an extended period of time. In particular, the system must be compliant with the specified Project 25 Phase 1 protocols and easily upgradable to Phase 2. APCO Project 25 CAI digital technology (ANSI/EIA/TIA suite of standards as applicable) will be native to the system infrastructure

It has taken the state almost a year just to issue the RFP. The timeline in the RFP is hilariously optimistic, considering the amount of slipped dates already associated with this project. On top of that, the state has no money to implement this solution in the next year, at least. By that time, the consulants who are making money on this will issue yet another RFP. Just another way to keep everyone's cousin employed in Montgomery. :)

From looking this over, I don't see where Alabama is going to get their share of the money required to build this system. With citywide P-25 systems costing 8 figures easy, this is bound to cost in the high 8 or low 9 figure range.

The legislature is talking about 10% proration, and the State wants to drop millions on a new radio system? :eek:

Yeah, I saw that 4 channel system thing too. I suspect that's an error in the RFP, and it really means a four zone system. Like I said, I think this RFP is just another make-work project for now. Even if the entire $7 million grant to DPS was spent on this sytem, it probably wouldn't cover 25% of the cost. And why the heck does the Poarch Creek tribal police deserve any grant money, since they are a soveriegn nation and pay no Federal taxes?

I took the proposal to mean they would have a bunch of sites networked together, with each site having four "channels."

I would think, though, that in metro areas, they would want to have more frequencies available.

I'll bet at least the dispatch frequencies aren't. The rural troopers are far too dependent on other agencies being able to monitor them when they need back up or when there's a multi-county pursuit. Depending on the one dispatcher that's on duty at 0200, covering eight counties, to relay what's happening to other departments isn't going to work very well.

True. In sac ca last night 1 of or city pd need help on a footbell. And the so in are county was helping. And still needed more help. So the county next to us is vhf. We are 800 trunk. So it tuck 8mm to here the vhf disp voice are so need code3 help. So yea I hope they don't go enc. Its s**ks they may go p2.



I'll bet at least the dispatch frequencies aren't. The rural troopers are far too dependent on other agencies being able to monitor them when they need back up or when there's a multi-county pursuit. Depending on the one dispatcher that's on duty at 0200, covering eight counties, to relay what's happening to other departments isn't going to work very well.
