Found a document where Motorola was pitching adding them to the propose state system.

Looks like only adding one county site. Portable coverage looks very poor from the provided maps. If those are correct, the "upgrade" would have worse performance than the current system.

Does anyone know if they state has started any site deployment? Document says Motorola claims there will be deployment teams in the post 1/2 area for the next 12-18 months. I have not seen an FCC licensing by the state for a new system.

Great find! I love reading these proposals.

From what I have read in detail so far (160 pages will take a little bit) it appears the proposal is for ADDING an additional site (Draffenville) in Marshall County to the already proposed "State of Kentucky P25 7/800 Trunked Radio System" sites. This should improve signal in Marshall County by placing an additional site next to sites already in the system. If you look at the coverage maps you can see a site "01_04" just to the east of the Draffenville site. From the design parameters it appears they will have at least 5 other sites that may provide some level of coverage in Marshall County.

Has anyone happened to see anything about how they will go about subscribers? It says in the proposal that that is not included.

I would also be interested in knowing if they will be required to pay a subscriber fee and perhaps get some kind of credit for paying to add a site (and additional coverage) to the overall system.

Does Kentucky have a 700 MHz State License (SL) with the FCC? If so, each individual site would not need to be registered, the FCC just gives the State a pool of 700 MHz frequencies to use however they want.

They did at one point. It was canceled back in 2014

This is a great example of how the big M sells a sub-par system. If you look at the proposal, the coverage is horrible within the county for portable coverage. To think that this is the solution to their communications problem is a total joke. What a waste of the taxpayers money and sad to see them put first responders at risk. Hopefully someone within the county's first responder community or a knowledgeable citizen can be at the meeting to ask the hard questions to Motorola so they can be exposed for the pile of feces they are trying to sell the county.

Just look at Henderson county. They needed four sites within the county to get the coverage, one of which the big M had to pay for because they they did not meet their coverage guarntee with only three sites. And we are supposed to think that one site in Marshall county is going to work with one site in the county. That site cannot cover the county on P25 VHF, how in the world is anyone expected to think that it would work with a single 700/800 site.

The coverage maps were for JUST the single "county owned" site, from my understanding, they will also have coverage from the "state owned" sites in the area as well. As far as how much coverage they will have from all of those sites together, that's a question that needs to be asked by a local.

Just an FYI the applications are only for a few existing KEWS towers. The proposed towers on the recent bid packet have yet to be licensed. These licenses only cover Post 1 & 2 districts areas so far.

I just checked the FCC Database, and all of these applications have been granted by the FCC. This explains why the Commonwealth of Kentucky has been upgrading their microwave backbone system around the state, especially in the far western counties. I also, believe they have been doing the same to the south of Louisville.

Yep. I made a Google map with all the microwave sites and now filling it in with the trunking sites as they become known.

Roughly, 2-3 years ago, Commonwealth officials and the KSP came to Michigan to look at our statewide 700/800 MHz TRS, which was the first one to go online many years ago. They also examined other systems in neighboring states as well. Apparently, this is why Motorola was probably awarded the contract to build this system. I wonder what they will name it?
