To Best of my knowledge White Fire 1 is 154.280 - at least it used to be - I still have the 2875 listed as a freq the scanner stopped on but no ID - I do recall switching down to 280 a couple of times and there was nothing there - it was most definately on 2875 - If I am reading my old notes right some areas in midwest ID this freq as "Fireground Gray" - google the freq itself or "Fireground Gray" and I am sure you will get something on it - I have "logistics??" written with it it could have very well been used as a fireground freq at one of the major fires in northern NV - or it could be VHF skip from midwest - I did hear some wierd traffic on a 155 mhz freq here in Reno the other day and they finally sent their callsign in morse code - it was a county in Montanna - I checked on map and sure enough a city I heard them mention (Bozeman) is in Montanna
