Neither link is up to date, Michigan repealed the law to 'use of is illegal in furtherance of a crime' on May 31 06. I drive through Kentucky, Indiana, Missouri and Florida - they are correct but doubt Missouri will pass to illegal. Can't speak for Minnesota or New York.

It is correct for MN. Mobile use is illegal unless you have an amateur radio license or a permit from the MN Bureau of Criminal Apprehension.

I have a buddy who is going to visit friends in Mn soon. He's not a ham but is an avid scanner user and would probably like to take his scanners. How hard is it to get a permit from the Bureau of Criminal Apprehension?

As long as he keeps it out of sight and doesn't drive like an idiot, it shouldn't be a problem. I never had a problem with numerous radios installed in my explorer while I was living up there.

He's not interested and I don't see it as being in the spirit of the hobby (amateur radio). Ham radio operators should be those who share an interest in radio communications not someone who just wants to tune in to local fire, ems and plice with a scanner.
