Statewide Changes to KSICS Template

Beginning January 2020, all radios containing the statewide KSICS template will begin migrating to a revamped template. The new template is a major revision and will rename or delete several established talk groups, and create a handful of new talkgroups on the system. The most apparent change will be to each of the 14 Interop zones that correspond with the Homeland Security geographic zones. The first five positions’ TGs will remain the same, but some are renamed. Position six is now KDEM Calling TG. Position 7 is now devoted to the NWS and the talkgroups are former KHP Event 2 channels. KHP Event 4 TGs were moved to replace the old Event 2s that became NWS. The KHP Event 4 positions have been deleted.

The new layout of the first 14 zones looks like this:
  1. PSAP (no change)
  2. MED (no change)
  3. TAC1 (formerly called EOC)
  4. TAC2 (formerly called LAW)
  5. AES (formerly called EM, now strapped for statewide AES encryption)
  6. KDEM Calling (TG Hex 07e2)
  7. NWS (Former KHP Event 2 - Wichita TG Hex 146, Topeka TG Hex 04d, Goodland TG Hex 4ed, Dodge City TG Hex 153)
  8. EVENT 1 (no change)
  9. EVENT 2 (former KHP Event 4s)
  10. EVENT 3 (no change)

The ICS 1-20 TGS which make up most of the next two zones will mostly remain the same, but there are now also eight TGs now called “Common.” Some of these are renamed TGs, and some appear to be new. The two ICS Zones each now look like this:

The remaining zones are rehashed versions of the ICS zones above, or are devoted to the national 700/800 MHz Mutual Aid frequencies.

As this migration will take months, if not years, to be fully deployed, I personally would not delete any of the old talkgroups from my scan lists at this time.
