Streaming delay huge

Hello, I am using scancaster which I am able to hear on my blackberry and PC using port 8001 of my router. However there is a delay of almost one minute while streaming at 16k. What could be causing this? Thanks

All feeds have a lag.

Currently my lag on my feeds is about 15sec when listening via computer & about 20 sec when listening via ScannerRadio on my Android phone through Verizon.

Things that do not help are:
Last mile DSL connections
IPS & or internet traffic loads
Etc.
