Suffolk County TRS - strange issue

UniTrunker connected to the Pro-106 is showing lots of activity on these TG's with the most traffic in descending order, 24016, 24080, 22480, 24048 & 22384 however, i am not hearing any activity on these TG's on the Pro-106 second scanner programmed as Group & Private ID's with these TG's.
Its as if the Pro-106 scanner with the TG's is completely ignoring these TG's, its not a case of encryption, i would still hear the activity otherwise.
I am also not hearing any activity on the third scanner which is controlled by the PC to directly go to the VC/DG frequency in analog mode of the intended TG's in order to observe if the carrier is digital or analog, the VC/DG frequency is just white noise with no carrier present when the VC/DG frequency for any of the TG's appear.
Additionally , i have not be able to identify any of those TG's even though im pretty confident they are digital.
So, my question is:
What is this about and surely i cannot be the only one who is experiencing this "strange" issue ?
Basically, it boils down to this issue:
You add those TG's to your scanner, you will hear nothing.
UniTrunker and Trunk88 both report those TG's as active with constant activity on them.

They are digital TG's and encrypted, and also digital data which the scanner cannot decode. You won't hear anything on them unless you manually stop the radio on the active talkgroup if there is voice use at the time. Then you will hear the famous encryption mickey mouse sound. But the pro-106 will not stop on an encrypted talkgroup in a trunked system.

Understood but:
1) In analog mode with trunk88 on the DG/VC frequency for the active TG when it appears there is no carrier, just white noise.
2) The TG's <i>are</i> manually entered
3) Seems more like a possibility of Data, not voice in analog/digital
4) The Pro-106 has stopped on encrypted conversations (the sound of digital data all broken up as a result of scrambled packets)

i figured it out.
24016 is P25 encrypted and is also using only 2 frequencies controlled by the CC, 851.0875 & 851.2375

Same system different problem.
Did the storm that went through LI yesterday cause the TRS to goto a mode that is causing errors in tracking it? Many listeners want to know!

I found the particular scanner i am using (Pro107) does not ignore the Status Bit that may be added to to a Talk Group.
Since i scan only the SCPD dispatch, what i did was add 1 bit to the same Talk Group 7 Times in case any get status bits added, the scanner will still get them, Example:
56176, 56177, 56178, etc.
This created an issue i recently discovered since they have been operating from the "Backup" center.
Anytime an officer presses the emergency button on the mobile or portable radio or the emergency key on the MDC, this will send the Talk Group with the Emergency status bit added and cause the scanner i currently use that is currently scanning, to immediately "Jump" to that Talk Group after the last active Talk Group end bit has been sent.
The resolve is to remove the Talk Group from the scan with the emergency bit added to it.
I do know most scanners will ignore the status bit, so this may not apply to you.
I havent seen any errors on the TRS except for the CC "hopping" around quite a bit and what appears to be interference from an EDACS system on some of the voice channel frequencies (im located on the south shore, border of suffolk/nassau with a very high gain omni) and the fact that the Premier MDC for mobiles and the dispatch center being in the backup center both have limited capabilities due to intergraph upgrades as well as dispatch operating from radios and not the normal console.
besides the fact that its a big mess with lots of "stuck" and "kerchuking" mics on both sides, nothing is really out of the ordinary.
