NEW RADIO SYSTEM IMPROVES EMERGENCY RESPONSE

SUISUN CITY - Thanks to a combination of grant funding sources, including the American Recovery and Reinvestment Act of 2009, the Suisun City Police Department recently joined the Fairfield-Vacaville 800 Mhz trunked radio system enabling instant interoperability between public safety agencies in the three cities..

I have been unable to locate the new frequencies.

They are on the Vacaville / Fairfield trunk system with their own talkgroup ID. I don't have the TGs right now. I'm running in ID search mode while the system gets completed. PD only right now, fire hasn't shifted over.

As of right now, I have:

TGID 10064 - Suisun City PD Dispatch or Patrol 1
TGID 10096 - Maybe Suisun City PD Tac1 or Patrol 2
TGID 10067 - Unknown

10096 ive seen this a few times every other day, but just briefly
10067 has popped up maybe 6 times in the past 3 weeks, again, very briefly.

10064 is very active.

I never caught a simulcast during the transition like Fairfield PD did from conventional to trunk system. Its as if they just dumped their conventional system and hopped onto the TRS system without testing. Which makes sense I guess, since Suisun is literally surrounded by Fairfield city limits.

Just a guess, but since they've already gone through the rebanding process they'll probably keep the system pretty much as it is for the near future. With fund availability the way it is currently, if they were thinking about going P-25, they'd probably have used the rebanding funds to help with that migration.

Rebanding does not necessarily cover system enhancements. In other words Sprint will not pay for the transition from analog to P25. The whole rebanding scenario is "for like facilities". If radios need to be replaced, then they are replaced with approved models with same capabilities. It would be up to the user agencies to negotiate for a credit to get a better non rebanding model from their vendors.

I've seen in some situations where an agency moves off the old analog system into a new digital system using some funding from Sprint. What that entails is Sprint will negotate a payment based on what it would have cost to reband a legacy system and that agency can use that funding to help offset the cost of a new system.

In other words, if Fairfield/Vacaville system wanted to go P25, the member agencies/users need to come up with the money on their own which in most cases around this state ain't going to happen any time soon unless they have UASI, Stimulus, or bond funding available....and a lot of it.

DES is a type of encryption. Impossible to monitor.

Im terribly confused - Maybe because I dont understand something here.
Im familiar with what DES is and what a TGID is.

I mean no disrespect when I ask, but what does this have to do with SuisunPD?

TGID 10067 is NOT Unknown. It is TGID 10064 PLUS 3 status bits. (10064 PLUS 3 = 10067)

Thats where im confussed then. I should have been more specific on this.
I "witnessed" unscrambled voice on this TGID when it did show up(both 996t and bc15t - and once on 330t) I only caught the "end of a sentence" when that particular id showed up on each occasion, prompting me to write/record it down on my search list. I failed to educated myself further on the particulars you mentioned because I thought this wasnt a digital or encrypted system.
I cant say that you're wrong or incorrect in your post - either I am or my radios are.:confused:

The 10067 (10064 +3) means that 10064 is patched to another talkgroup at that point in time. It does not imply digital or encrypted. A value of 10072 would mean it was encrypted. See chart above. A +8 value would mean encrypted (10064 + 8 = 10072 = 10064 encrypted).

To put an end to your confusion, there should be a setting in your scanners to allow you to turn status bits ON and OFF. Turn it OFF and you will never see those odd TGIDs again.

Is Suisun City Fire moving to the TRS, or simply upgrading their existing system? I notice that their VHF channel has been removed from the database, but there is no Suisun City FD talkgroup on the Fairfield-Vacaville TRS. As far as I know they are still on 154.175.

This thread is 1-1/2 years old. You are lucky someone saw it. They are on this system.
