The Med. Channels

I live between 2 hospitals and one of them uses the split channels of Med #2 to communicate with the EMS units, (EMS to Hospital / Hospital to EMS) while the other uses the same channel "Hospital to EMS" to communicate back and forth. Why is this?

It sounds like there may be a repeater up on 463.0250. Normally, the hospitals only transmit on the low side (463.###) and the EMS units transmit on the high side (468.###). A major difference is on the HEAR (155.340) where both Hospital and EMS transmit on the same frequency.
