Thruway Frequency 458.525

Fellow scanners. I was just wondering if anyone could tell me why the New York State Thruway uses both 97.4 and 123.0 PL Tones on the following frequencies. I know that 97.4 and 123.0 PL's are used for the different zones.

453.425
453.525
458.425

So why is it that 458.525 only uses the PL Tone of 97.4 and does not also use the PL Tone of 123.0

One would think that 458.525 would use the PL Tone of 97.4 in the zones that use 97.4 as a PL, and that they would use 123.0 PL for 458.525 in the other zones that use the PL Tone of 123.0 in those zones.

Just wondering.

Any input would be much appreciated.

453.525=123.0
458.425=123.0

458.525 is not used as an input to the radio network; only 458.425 is. 458.525 with a CTCSS of 97.4 Hz. is known as 'channel 5', a simplex car to car channel that is used by the maintenance crews.
