This antenna has been getting some coverage lately. Supposedly, there's some magic inside that plastic cylinder at the base of the antenna. The wire going from the base of the antenna over to another ground stake is interesting. Claiming that the antenna is "HOA approved" is a bit over the top.

It is a dummy load on a stick and probably the same as the various Chameleon and Alpha Antenna products that use a similar 5:1 matching transformer in the base. They can make contacts on the higher bands like 17, 20 and 10m when conditions permit but otherwise they are dummy loads.

Notice in the link after they mention working all states and 100 countries that it was FT8 digital mode? You can do that with a light bulb as an antenna. I hope nobody wastes $500 on that POS. You can get a Chameleon for much less and its actually a very well made antenna despite the losses using a 17ft whip with the Alpha being inferior to the Chameleon and now this new copy that looks like a garage project gone wrong.

BTW I have a Chameleon MPAS with 100w transformer and a 500w transformer, so I know exactly how these work with a 17ft whip. The same transformer with 60ft of wire actually works ok 40 through 10m.
