Probably most of the signal is going over your head - literally! If you're in Queens and the transmitter is reasonably close, then 11309 is far too close for HF communication! Unfortunately for you, they are not a broadcast station so they pick their frequencies for best coverage of their control area, so they probably have a beam antenna pointing over the Atlantic.

For instance during the middle of the day I cannot hear Auckland on 8867kHz about 400miles away, but Fiji on the same frequency booms in from over 1500miles - go figure!
