When it comes to severe weather witch does the National Weather Service rely on more? Weather spotters? Or Emergency personnel?

I would say neither the big ol 88D which is referenced in most of the warnings is there radar system, remember most public safety folks are not severe weather trained so they often provide inaccurate reports and skywarn folks are few and far between in the rural areas, unless they are activated and chasing a specific lines of forecast cells.

Most warnings are based on radar - since the goal is to warn BEFORE there is a tornado. After one is issued, they REALLY want ground truth though because the radar CANNOT say if a tornado is occurring, only the eyes of a trained weather spotter. So reports (or lack of reports) greatly influence followup warnings (or no warning.)

Phase 2 now for Logan County and opening shelters even though radar at this point looks a little better and no active Tornado Warnings currently.
