hi does any one monitor or have frequences for the hawkesbury area as i need to here about car accidents as soon as the emergency services know about it

You might want to check out the local laws Austrailia has some pretty harsh rules about profiting for overhearing communications.

No you don't, you need contracts with emergency services. You don't want to be an "ambulance chaser", you want to be a businessman.

Just like the above replies, check with your local government authority. In the US, a lot, if not most, towing companies bid on the right to have contracts with the city, town, county, etc. In the old days, it was called "scanner jumping" when you would "steal" a call from another service, even if you were closer.

Tow truck operators were the main reason for some American states' laws against mobile scanners.
