Does this happen on one system or multiple systems, if one system on all talkgroups or just some?

In the EZ Scan programming, under the TG section of Trunking Systems, what is the DMode set to, Analog, Digital, or both? I suggest for P25 it should be set to Digital.

Also, is your firmware up to date? You can check this in EZ Scan updates at the top.

Finally, as @tvengr asked, what agency are you trying to listen to? Are you sure they are not encrypted? Set the Encrypted Digital Audio Setting in Advanced Features, Audio Options to Tone and see if you hear a tone when it stops.

Simulcast does not seem to be a problem as there is only one tower in Clay county, and as you mentioned the TGs are not encrypted (unless that has changed) but you get them on the Uniden so I doubt it.

Will you post a screen shot of the system page and TG page in EZ Scan, so we can look at the settings please.

I double checked the file and see nothing wrong with the programming. The only other possibilities are that the control channel and alternate frequencies listed in the database are incorrect, your squelch is too high, or the talkgroups are encrypted. Is there anyone local who can verify that the control channel and alternates frequency information for Clay County on the MSWIN system is correct and that the talkgroups are not encrypted?

Try using headphones or an earpiece. You could have dirty contacts on the headphone jack muting the internal speaker.

The rotary knob can be set to default for volume or squelch. Press in on the knob and see if you can adjust the volume.
i have tried that but i tried again still nothing barely any sound on my local analog pd with it wide open
