I really don't know what you are going on About, I own a Pro-688 , Whistler 1080 and Whistler TRX - 1. my squelch is fine on all my scanners, and in my Opinion they are STILL a better value than a Uniden that operates behind a Paywall. I also have several AOR, Alinco and ICOM communications receivers.

Ubbe - you can send in your Whistler scanners to see if they are properly calibrated and on Frequency.

I have worked 35 years with everything from pagers and mobile phones to nationwide systems in analog, digital and also mobile cellular and use a professional comunication radio tester to check everything from front-end filters to squelch. The Whistler measures and performes exactly the same during the 2 years I've had it. Maybe it was already badly tuned at the factory or SMD components where mixed up or of bad tolerance and the result are that a number of persons have problems?

I tried looking at reducing that huge hysteres in the squelch but the SMD resistors are of the super tiny kind and without schematic it's a bit hard to resolve the circuit design. And it probably would have solved nothing as the squelch needs to be turned up in the analog 160MHz range compared to 400MHz and digital needs to use a much lower squelch. That requieres some modification to take the signal from the pre-filter steering to adjust the squelch level and to use some sort of signal in digital mode to adjust squelch, maybe setting all digital frequencies to attenuate and lift that signal from the attenuator and use for squelch adjust. But without schematics it would be a very time consuming project and with its other issues like medioker performance in the 160MHz range it would be a waste of time. Best to wait for something else to come along, maybe a TRX200 will do better.
