If I upload the Houston Police Frequencies from Sentinel, will it automatically tune to the TxWARN network as well or is there a way to upload the TxWARN system into a favorites list as well?

Not sure how the TxWARN system works when uploading favorite lists from Sentinel.

You will need to add the TxWARN system also.
Texas Wide Area Radio Network (TxWARN) Trunking System, Various, Texas

You didn't say which scanner you have, but you should be able to append the talkgroups you want to monitor into a Favorites List. When you do that, it will add all of the sites system-wide, so you will need to do one of two things to only scan the sites near you:
1) Use Location Control so the scanner will only scan those sites within range. (You may also need to experiment with range settings.)
2) Avoid or delete the sites that you would not be able to receive.

*If you're using a BCDx36, it may not do well with the Harris County Central Simulcast site. Only the SDS-series scanners are designed to reliably receive simulcast sites.

Excellent! You'll be in good shape as far as the simulcast sites go.
Find the TxWARN system in Sentinel, scroll down to the departments/talkgroups you want, and append them to your Favorites List. Once you've done that, either avoid the sites you don't want or set Location Control to "on".
Go to the RR page for TxWARN, scroll down to the sites, and click on the "County" column; that will sort the sites alphabetically by county. Scroll down to Harris County to see all sites in the county. Then if you click on the site name, it will take you to that site's page, which includes a Google Map with an (approximate) representation of that site's coverage area. If you're not within (and not planning to take the scanner out of) that site's circle, don't scan it.
