U-tac

Hi:

I've been hearing encrypted comms in Baltimore City on both U-TAC 1 and U-TAC 2. The signal is fairly strong, so I'm sure some sort of local agency is using them. The encryption sounds like DES, but I not an expert in such things. Interestingly, I also heard a faint voice transmission in the clear on U-TAC 2 saying "testing 1, 2,3", but he was being stepped on by the enc comms. Does anyone have an idea who the user may be? FYI U-TAC 1 = 453.4625, and U-TAC 2 = 453.7125.

Also, along I-695 in the Linthicum area, I heard what appeared to be a hospital or a medical facility using U-TAC 1 for routine administrative messages. Ideas?

I would think that such admin usage would not be permitted; I thought that UTAC was reserved for public safety use? Perhaps hearing something on an adjacent channel?

Finally something....

In Western Md, I only hear a control channel on one UTAC, and a few tones followed by static on a few VTACs....

One one of the VTACS, I hear cable bleed.....

Glad to hear someone is hearing something....
