I've got the MECA system set up just to scan and get the info from the control channels (cc) only and it should work fine. It may even scan faster this way then to have all the freqs programmed in. You should be hearing a ton of traffic on the 2 MECA systems in my file. I do have 3 different MECA systems. One of them is set up by district or area and it set to scan the ID's programmed in, and the other is set up by departments (PD, fire, medic, etc.) and is set for ID-search so it will show everything, even if the talkgroup isn't programmed in the radio. The one that is MECA-2 is things like transportation, RCA dome type of stuff. On that system you won't hear very much.
Once you get all the computer part of it down pat, it will all start coming to you easier and easier. Sounds like you've got a good start.
I am not aware of any scanner clubs. There is an Indiana SAFE-T yahoo group. You'll probably have more luck with ham radio clubs.
If you still feel like you aren't receiving enough traffic, I can put my on-line scanner feed on Indianapolis's MECA so you can compaire. My 996 provides the feed and is using the same files that I have for download.
