Nope, send it back if you just got it. Yeah you'll find others who have asked the same on here and I have fielded several dozen people locally on these non trunking, non digital scanners. To me I have found a lot of people just price shop and get the less expensive ones.

Under MODE if it’s D means phase I and it’s in the clear, De sometimes clear, sometimes encrypted. DE is always encrypted, T is phase II in the clear and Te sometimes encrypted, TE always encrypted.
These are Phase II's. The links above show simulcast - multiple towers.
Uniden model’s that are digital, prices lowest to highest:
996P2, 325P2, 436HP, Home Patrol2, 536HP, SDS 100, SDS 200.
The SDS models are expensive, but work flawlessly in counties as yours with multiple towers, otherwise with the others can get garbled audio or might miss a radio transmission at times.
Whistler brand scanners, TRX1/TRX2 they rarely ever work inside the county due to the multiple(simulcast) towers being used, unless you happen to live within ~2 miles or less from a tower.
Current ones that won’t work, since they are not digital or a trunktracker-
365CRS, 355-all 355 model types, 125AT, BCT15X, BC75XLT, WS1010 and WS1025, All Baofeng’s.
