Uniden Scanners

Does anyone have problems with Uniden scanners and systems around Omaha (like Sarpy County Public Safety and ORION)? It seems my scanner often missing the beginning of transmissions and sometimes transmissions all together. My 106 would just chop instead of skip the transmission and never really cut off the beginning of a transmission. I have a Uniden BCD996XT.

I do with the stock antenna (I have the 396XT). When I first got my radio, I thought it was damaged because I could not receive anything. I got an RS 20-006 and now I have a Super Stick II (tuned to 118 MHz) from Smiley Antennas. I have very little problems now.
