Updated programming software for the SainSonic FM-416(S) dPMR Radio

I did a modification on the original software, solve the problem Chinese Voice, now English is the standard Voice announcement.
Also added 2 files for programming 16 dPMR channels Kenwood style (one for Low Power 0.5 watts, and one for High Power 2 watts)
