The Phase II specification is still a work in progress. Until the Phase II specification is finalized, we can't make any claims to compatibility. Considering that Phase I was finalized in 1999 (or earlier) and real penetration of these systems has only happened in the last couple of years, I would not expect this to be a real issue for several years...but, of course, that depends on what the final specification ends up being (tentatively it looks to be two TDMA slots on a 12.5 kHz signal which would give the equivalent bandwidth efficiency of two seperate 6.25 kHz channels but the RF performance of the 12.5 kHz channel).
