This antenna is the same as the one used at the well known University of Twente (in the Netherlands) SDR. There are many clones of this design out there. I understand the Bonito Boni Whip (sold at Universal Radio) is a clone of the PA0RDT design.
The article mentioned wrapping the coax in a coil and using snap on chokes. I wrote the author asking for a bit more on this, and he said that the coax wrap is about 25 cm in diameter, and he's using 6 #31 snap on chokes.
