Utility Frequency Help

For a long time I could hear this utility on my Baofeng radios. FCC Callsign WQRV944 (TRI STATE ELECTRIC MEMBERSHIP CORP.)
Now on the 158.145 I will only hear this strange noise. I don’t know if something has changed or what. Would love to hear advice on what to try with getting it back. We lose the power a lot and nice to know when it might be coming back on.

Most likely they've migrated to digital voice, NXDN or DMR, though the license only shows them authorized for NBFM. If they have gone digital and are NOT encrypted, a digital capable scanner such as a Uniden SDS series, will be capable of receiving them.

Then simply disable the tx in programing.

So long as they are actually using DMR and not NXDN or P25, and are NOT encrypted, it will. Can you confirm what kind of radios they have?

I can try and find out.

I will when I can catch it and be able to record it. The Rx lights up like they are talking and it kind of woom woom sound. Very hard to describe.

Tri-State EMC up in Fannin County is indeed 6.25 kHz NXDN digital, and is NOT encrypted. The DMR radio that you looked at on Amazon won't work with the NXDN digital. You'd need to use a scanner that is NXDN-capable (and very pricey) or get a used commercial NXDN (preferably Kenwood) that is programmed (Rx-only) for those channels.
