Are the UW-Madison Police Creating a trunking system because they are simulcasting 460.1 and 460.5 on 800MHz

Not sure, but I read somewhere that they may be going over to the city's 800 mhz system. Wouldn't surprize me if the entire county goes 800 over time.

Wait are they just doing this to communicate with the Madison PD and FD

I think that could be right. I remember a while back talking to a UW officer and they said they had MPD as well as the UW channels on the same portable eliminating the need to have multiple portable radios. That could very well be the case.
