Is it possible to just monitor VARA ,or is a connection needed with another station ,then you & that station can communicate / monitor each other ,only ?

Sorry , everytime I check in what this group you are all way ahead of me in the knowledge of this stuff ,but I guess not this time.
It is a ham radio digital mode ,used on the ham bands.
