Virginia State Police, Sentinel software with SDS200

Hi, I just purchased a SDS200 scanner and setup a favorites list. All local police and fire were easy to add to the list but when I try to do it with Virginia state police it will not scan it. If I do the full database scan it works. Any thoughts what I might be missing?
