VSP Divisions and STARS

Hey guys I’m really curious about some history, Today is the fourth or fifth year of Trooper-Agent Michael Walter’s LODD and I was paying my respects on the ODMP page and then I went to the NR that VSP released to the news and saw that Trooper Walter was assigned to Fairfax aka as Division 7 when he started out in Area 48 Fairfax County and earlier this year on january 17th I was paying my respects to Trooper Jessica Cheney who lost her life in 1998 in Stafford and I noticed that it said she was assigned to Division 5 Fredericksburg in the article and then on the ODMP page it says she was assigned to Culpeper Division, did VSP redesigned their divisions by region like Division 5 is now Chesapeake and 2 is Culpeper which includes Fredericksburg, please help me, also when did the STARS system officially go online for them? Any help I’d appreciate it

Jessica was assigned to Division 2 (Culpeper), Area 5 (Fredericksburg). An "area" is a smaller geographic area within a "division." The division and area boundaries haven't changed in over 30 years. The hierarchy is Division --> Area --> Duty Post.

STARS was approved in 2001, funded in 2004, and implementation of the system occurred from Division to Division from approximately 2005 to 2009. Corrections and additions welcome.

i appreciate that BoxAlarm, if you are familiar with it, could you tell me because i have asked a few people but they didn't know, did Virginia request the STARS system after the MCI on 9/11?

While 9/11 may have spurred the progress, according to the STARS website, the original idea to upgrade was in the 1990's.

As BoxAlarm said it was funded by the General Assembly in 2001. Since the Assembly meets either 45 or 60 days depending on the year, it was funded before 9/11.

Thanks guys, i have been really trying to figure this out, i literally broke my computer so many times with the amount of times i have searched trying to figure out when did the STARS get approved, funded and implemented for the state agencies, i must now go and delete all of it lol appreciate it fellas!
