"Radio Encryption is scheduled to be purchased and installed (budgeted)."
Terrific. Once the county upgrades their POS radio system and WCPD follows through on it's plans to go silent, scanners in Chester County will become virtually useless.
Pardon my french, but this is total bulls**t. I would hope that it's only going to be for secure operations and not full encryption; if it's full encryption, then the entire West Chester Borough government can go f**k themselves. Seriously.
