Westchester County and MRSS

I just got word that all Westchester County Police agencies currently on MRSSS, such as Dobbs Ferry PD, Ardsley PD, Harrison VAC/PD, Bronxville PD, Tuckahoe PD, Yorktown PD, Eastchester PD, Port Chester PD, Rye PD, Rye Brook PD, will be switching to the A66 system as of today. Apparently, they are tired of the coverage that MMRS offers and are looking for a better solution! Allegedly, the AT&T/FirstNet outage last month pushed them over the edge when they realized their radios didn't work.

Sorry I'm dumb but not familiar with A66 system...can that be monitored?
