Anyone have any information on “Westcom” in the North Olmsted / Westlake area? I listened to them on 453.3000 NFM last night and today with a CTCSS of 192.8. They most recently called out Rocky River Medic 67. There are also periodic MDC type tones that seam to always be in pairs.
What you describe sounds like an implementation of the Zetron Model 6/26 fire station alerting system.
Check here for the spec's:

The periodic ‘MDC type’ tones in pairs you describe is the Model 26 master unit at dispatch polling the Model 6 fire station unit. If a Model 6 fails to respond to a programmable number of poll requests the Model 26 indicates to the dispatcher a system failure.
The Model 6 can be commanded to open and close the path from the radio to the fire station public address, it can generate a variety of alert tones and can transmit status and relay commands between the dispatcher & the fire station.
A handset can be fitted on the Model 6 to allow an intercom feature between the dispatcher & the fire station.
The 6/26 is used by several departments in Cuyahoga county such as: Cleveland Hts, Shaker Hts, University Hts and South Euclid. However most departments use leased telephone lines, not radios, for the connection between the stations & the dispatch centers. The 6/26 can use telephone lines, microwave, conventional radio or trunked radio to connect the stations to dispatch. Some configurations use one radio frequency or talkgroup for the public address audio and a second for the data packets.
