What am I doing Wrong ?

Im useing ARC 996 Pro SW, trying to download MPSCS Wayne County TGID's in there entirety ,from the RR database . With Only the Detroit Radio towers selected I get the towers downloaded just fine but the program refuses to except and display all the TGID I selected and instead only gives me certain ones,also looking at the software all of the Wayne Co. TGID's is less than 250 max cutoff,so what am I doing Wrong thanks in advance

If your looking at where it says Talkgroup Groups 230, that is 230 groups which is 1705 talkgroups. If you select all the Wayne County groups thats 251 talkgroups.
