UHF is used in urban areas because it penetrates manmade structures better, and you don't need the extended range of VHF/lowband because everything's closer, and you're not dealing with earth curvature.

By extension, that's why systems have moved to 800 as well (and higher in some areas). It's even better at punching through concrete than UHF.

Everything is simpler with UHF - antennas are smaller (and you can get a higher gain UHF antenna compared to the same size VHF antenna) and the radios 'punch through' more.

UHF or 800 for any sort of urban development whatsoever
VHF and lowband if you are out in the sticks!
