Feeds are provided by volunteers, who use their own equipment and are able to discontinue feeds at any time for any reason, no explanation is needed. If it has been down a year you can pretty much bet it ain't coming back.
That said, we welcome you to purchase the appropriate equipment and revive the feed for others. Of course, if it really isn't important enough to get you to choose to do this we totally understand, but would then suggest you give up on the idea someone else will do it.

Is there anyway to find out who the volunteers are in a specific area?
Most feeds have a button under the feed that says "CONTACT BROADCASTER", they may or may not respond.
However one the feed has not been active for I believe 21 days it is deleted from site so you would not be able to contact the previous feed owner.
