Basically they realigned the 800Mhz public service band after the analog cell phones left the band. Because the frequency ranges are now different the older scanners can't deal with it correctly.

There is a whole article on rebanding in the wiki section...

Public service agencies are changing the frequencies they use in the 800 MHz band. As long as they are not using a Motorola trunked radio system (TRS) and your scanner can be tuned to the new frequencies, all you need to do is program in the correct new frequencies.

The problem comes when the frequencies are being changed in a Motorola TRS. Whether or not your scanner can trunk track one of these Motorola systems after rebanding depends on the specific frequencies being used by the updated system (and what scanner you have).

Not exactly. The analog cell phone service has nothing to do with the rebanding efforts. The cell phone frequencies for analog phones use the same band as the digital phones use so when the FCC ruled that the cell phone companies no longer were required to keep their analog systems operational, most simply added digital capacity using the old analog frequencies.

What the issue was is due to the Nextel ESMR frequencies are in the Business/Industrial part of the normal 800 MHz band and was causing serious interference issues with public safety and other 800 MHz band users. While the Nextel device may look like a cell phone, it works differently and uses different frequencies.

What I do agree with is there's a good writeup on rebanding in the wiki here --> Rebanding - The RadioReference Wiki

The radios you listed are not affected in any way as none of them do trunking. This only affects older uniden/gre/radio shack radios that trunk track motorola systems. I think the oldest radio that can trunk track rebanded motorola systems is the original PRO-92(non A/B). There are a few radios that are newer than this that still cant track the rebanded systems, so do research if your in the market to buy new or used. Some may just need firmware upgrading.

I agree because when the Nashua, area was rebanded I think like 2 years ago, I had to program the new channels as a moment too soon to spare. Since I own the pro-96 & pro-2096 models, I had noticed now that it sounds much clearer than before
