What is this ?

I was on the fcc website checking frequencies when I ran into this frequency .
( 4940 ) I seen that there is a 4940 - 4990 Public Safety Band . Ive never heard of this. What is it and can I monitor this with my radios ?

No you will not be able to monitor this. This is 4940mhz(4.9ghz) and the modulation scheme in not included in any scanner anyway. Its a broadband data datalink probably for mobile data.
