I don't know what state you're in, but there are only a few scanners that will get what you are looking for(Obviously digital). There's the Radio Shack Pro96 handheld, Pro 2096 base, the Uniden BCD996T, and the Uniden BCD396T. I think there's a few more lesser known ones that I didn't mention. The bottom line though is you probably aren't going to find one less than $500.
