What's a "charlie fox"?

I've heard the code "charlie fox" multiple times. I just heard it on the Provo PD 1 talkgroup. It seems like they talk about it when they run a driver's license but I haven't been able to figure out what it is, and it's not listed here Codes - UtahRadio

CF or Charley Foxtrot numbers are referred to in California for boating or nautical registration numbers.

Let me provide an example conversation, since I don't think we've answered the question yet

Officer: Can you run a DL number for me?
Dispatch: Go ahead
Officer: Utah DL 5555555
Dispatch: That license returns valid until 2013. Warrants and NCIC negative. I am showing a valid charlie fox
Officer: 10-4

I can confirm that a Charlie Fox is a concealed firearm as one of my friends who was in a traffic stop had his info ran over the radio and has one.

Why should the police have access to that info on a traffic stop, its got nothing to do with it. And a person with a concealed permit is of absolutly no threat, its the guys without a permit thay have to worry about, Just one more step closer to messing with the 2nd amendment, next thay will want to know what kind of weapon and how many. nra

Just because a person has a valid concealed carry permit dose not
mean that they are an upstanding law abiding citizen. There are a lot
of places that are "must issue permit" so as long as you don't have
any felonies you will be granted one again that dose not make you
an outstanding citizen, just means you passed the government red tape.

If you truly believe everyone who has a CCW is a fine upstanding citizen I feel for you, because you obviously have your head buried in the sand

And, if you are a fine upstanding citizen why would you care if someone knows you have a permit? You would have nothing to fear.

Yeah. Could be Convicted Felon as well. Acroymns for different depts, states, counties and so on mean different things. Try doing a policemen's job for 1 week and see what it's like. In the end, I will bet you will understand what it's really like out there. Was not directing this at you WScanMan but making a point that it's Hard job.

It's SOP to advise the officer that the party being run thru the database has a concealed firearms permit down here in SW Utah as well. The CFP info shows up whenever they run your driver's license. Down here, they'll say "valid concealed firearms permit, expiring ####" or sometimes they'll say "valid 10-88."

Depending on why you are interacting with the officer, he or she learning that you have a CFP might make them relax a little, or of course it could make them more concerned.

The only problem I have is that sometimes the officer will ask for the firearm, and will run the serial #, claiming they want to see if it's stolen or not. By doing so, this becomes a de facto state registration of firearms, because now your name in conjunction with that exact firearm gets saved in the database.

It might be prudent to know what you're talking about BEFORE you open your mouth.

Utah is a "shall issue" state - yet here are just SOME of the disqualifiers...

(i) has been or is convicted of a felony;
(ii) has been or is convicted of a crime of violence;
(iii) has been or is convicted of an offense involving the use of alcohol;
(iv) has been or is convicted of an offense involving the unlawful use of narcotics or other controlled substances;
(v) has been or is convicted of an offense involving moral turpitude;
(vi) has been or is convicted of an offense involving domestic violence;
(vii) has been or is adjudicated by a state or federal court as mentally incompetent, unless the adjudication has been withdrawn or reversed; and
(viii) is not qualified to purchase and possess a firearm pursuant to Section 76-10-503 and federal law.

They also have waiting periods for misdemeanors and infractions (less than misdemeanors) during which someone would be ineligible for a CFP

Here are just SOME of the databases the BCI searches for disqualifiers:

(A) the Utah Computerized Criminal History database;
(B) the National Crime Information Center database;
(C) the Utah Law Enforcement Information Network;
(D) state driver license records;
(E) the Utah Statewide Warrants System;
(F) juvenile court criminal history files;
(G) expungement records maintained by the bureau;
(H) the National Instant Background Check System;
(I) the Utah Gun Check Inquiry Database;
(J) Immigration and Customs Enforcement records; and
(K) Utah Department of Corrections Offender Tracking System; and
(L) the Mental Gun Restrict Database.

In general, someone with a CFP is indeed "one of the good guys" here in Utah.

If you want to know more, read the Utah Code or R722-300 for the finer points.

Otherwise keep drinking the Kool-aid up in Washington.
