Where's the reply

I have a BC92XLT and I can hear ISP Dis. 10 Dispatch talk to X units but I cannot hear the unit reply back. I have no idea why this is.
Hope somebody can clarify this for me thanks.

ISP D10 as well as the rest of the ISP districts are using Starcom21 as their primary means of communications. There is still some limited activity on 154.695 but it's only used sparingly. If you don't hear a reply back on the VHF channels, it's because the mobile units are transmitting with less power and are also too far away for you to hear. Most of ISP D10's radio traffic is done on Starcom21 and in order to monitor that you have to have a digital scanner.
