I have a BC200xlt that is "open" have not hear cell phone on it for years. Besides nextel aren't cell phones above 1300mhz? And I believe no scanner goes above that. Maybe wrong......

All cellphones are now digital. The ban on cellphone frequencies is a solution in search of a problem. And Nextel and PCS frequencies were never blocked. Just the cellphone industry paying off Congress to do something that they should have done themselves with technology.

Not all phones are above 1.3Ghz, my province is 800Mhz except in the urban areas, and even then there is 800Mhz overlap coverage.

Isn't it encrypted though?
Encryption in TETRA is optional. However the Willtek can also handle that, assuming you have the correct key. However the key must also be provisioned into the system, else it won't work with encrypted traffic; while not practical it would be technically possible.
