Who protects Carter when abroad?

Well, Jimmy Carter is here in Panama right now, I know that members from the Presidential Guard are in charge of most of the security (Ortega from Nicaragua and Uribe from Colombia are also here), I don't know how it works for Carter. Who is responsible for his security? the Secret Service from the US or the division stationed here in the Embassy? Do they use the Embassy radio frequencies? or do they use cellphones or other devices (NEXTEL does not work here in Panama)?

Well, Carter left office like 25 years ago, so he's no longer protected by the US SS. He's probably protected by the Panamanian SPI only.

Nope, the 10 year legislation only deals with presidents that leave office after 1997. That means our current president (and subsequent ones) will only have 10 years of protection, all the others (including Carter) are eligible for lifetime.

Carter declined general protection, but when on official gov't business he gets the full protective detail.

In the early 90s two of my friends saw President Carter while dining out .Knowing he'd most likely take interest in a problem my old home towns community faced. One of them got up and slowly walked over to the table. Not too long after they were near President Carter two secret service agents stood between President Carter and my friend.

This link has real good info on both Presidential pensions and protection. Looks like Slick Willy is sucking it up big time. Especially since Hillary also gets various perks from the Senate and as a presidential candidate. Not that I grudge them their perks or deny they need a protection detail, but it looks like the tab will just continue to grow....

There was a Secret Service presence in Plains, GA for Carter in the late '80's when I visited south GA. They used 165.375 at the time. Overseas it could be the Secret Service, the DSS or even some outfit like Blackwater USA.

for Habitat for Humanity, as he wasn't much of a President. While she was alive,

Now that I'm done with the levity.... Has anyone noticed that some of the Gov'mnt
radio transmissions are "scrambled" or "digitally encoded"? I'd hate to think that
if you expressed displeasure about the Government over the 'phone, internet, etc.
that the Govment had a dossier on us as a "terrorist".

Former President Carter has lifetime Secret Service Protection is this country & abroad. He has his own detail - based out of Plains Georgia. His protection detail also protects his wife & his residence. This protection is 24/7/365.

When abroad the DSS or US Military might get involved to assist USSS as well as that host countries assets (whatever they use for VIP protection - police, federal etc.) For example, if he were to travel to Canada the Royal Canadian Mounted Police would be involved.

The "10 year rule" that Clinton signed while in office states that Clinton & wife will be the last to receive lifetime USSS protection. Every President after that will have it for 10 years only. I think Bush will change this as since times have changed - Presidents from now on will need protection more than the Carters, Fords or Mrs. Reagan.
