After some searching, it looks like that frequency might be a National Law Enforcement frequency, or maybe National Law Enforcement mutual aid?

I'm probably wrong here, but I thought I'd just add my 2 cents lol.

The correct frequency is 155.4900, it is the St. Charles County Sheriff.
You will find it in the database under that frequency. I'm guessing you had
your scanner in search mode at 5 kHz steps for it to show as 155.4875.

the freq is in the nationwide database of the bcd996t. when receiving the bcd996t will lock on 155.4875 and show that it is a p25 system. the transmission is very clear. i an not sure what the step setting is. can anyone tell me why the transmission is so clear and the radio indicates its a p25 system, if the freq is really 155.4900.

thanks
