Allthough the Uniden Bearcat BCT15X Scanner is not digital, it has the EDACS system on it, which i need to hear Will County, will it still work? If not, what is the cheapest scanner that will let me hear Will County?

Yes, WillCo is not digital.

Look in the Mode column for D (digital). There's one talkgroup that's encoded (EOC Enc10105), so no scanner will decode it, but that entire system is currently analog. Will they be going digital? Check the county expenditure plan - if they're planning a new radio system, possibly. Everyone wants the cutting edge, not realizing that cutting means bleeding (and I don't mean money, I mean as in being bitten on the butt by technology).
