I see Talkgroup groups: 120 and when I open it I see State Patrol: Radio Technicians (is this police or maintenance)
Statewide interoperability (13 IDs) under this is a list of different areas which would I need for Polk County WI. or do I load the entire database?

If you want to hear it all put all in. Radio tech are not police. You will hear random calls, emergency net tests. It depends what the radio operators chooses in range of the tower or towers that you can hear.

Polk County does not operate on WISCOM. Polk Law has a NAC, and everything else is Analog.

I'm not really sure what you're driving at in this post, but Polk County does not operate on WISCOM. You need to see the Polk County page in the DB to get their information.
