If I put in 155.550 all I hear is a buzzing sound The letter e does that mean the freq is encyrpted?
It's listed in the RRDB as partially-encrypted (P25e, lowercase "e" suffix) meaning you should be able to hear some clear transmissions assuming they haven't since switched to full encryption. As previously mentioned you'll need to program sq mode as P25 & program NAC as described here

Usually when one hears the buzzing, it means the freq is programmed into the scanner as analog. Are you entering it as P25?

Like others have said, yes, but partially meaning maybe just dispatch is E, or just units are E. At some point, encryption was observed and submitted to our database. If that stands true today, and it's still only partial, you should hear something if programmed correctly.

Encryption sounds like distorted audio which you cannot understand. If you hear a buzzing sound, you most likely have it programmed as analog. The same frequency is used for both analog and digital. If you don't have the PL tone programmed for the analog frequency, you will also receive the digital signal and hear the buzz.
