Wset Chester PD encryption

Is it just me or do certain West Chester PD units sound like they're using Encryption? Not every unit but for the past few days i've heard it. Sounds like dispatch can understand them perfect but through the scanner it's completly unreadable. just wondering if anyone knows anything about that?

What does the audio sound like? Have you heard confirmed encryption before that you could compare it to?

Some of the radios Do have Encryption Selectable on there xts2500 and xts5000 Portables .

I remember hearing rumors about encryption for WCPD in the past couple years, but I didn't think the money was there for it. Sounds like they're about to move forward with it, but I don't live out there anymore.
