Yaesu: Yaesu 8900r dcs tone frequenys missing

I can go to menu # 40 and select DCS for digital tone, but when I go back to menu #39 it only allows me to select none dcs frequencys?

That's because Menu item 39 sets only the CTCSS codes. To set the DCS codes you need to go to Menu item 10.
